Home Insulation

Hampshire Trading Standards would like residents to be alert to cold callers at the door and/or on the telephone offering home insulation, or home insulation checks.

The caller may make claim that the resident’s current cavity wall insulation, or roof insulation does not meet current standards laid down by Government.

These claims are untrue.

The National Insulation Association (NIA) represents the insulation industry in the United Kingdom and have a code of professional practice that all members agree to follow.

It is recommended that you always use an NIA installer or by calling 08451 636363.

Trading Standards advise residents not to agree to work that is instigated as a result of a cold call or via a leaflet drop.

Residents should obtain at least 3 written quotes from reputable businesses or traders who are either members of the Hampshire County Council Trading Standards Buy With Confidence Scheme or a recognised trade association.

Members of the Buy With Confidence scheme are fully audited to ensure their trading practices are legal, honest and fair.

All members have been checked for trustworthiness and compliance with consumer protection laws.

Traders who agree work at the home of an individual or at a place other than their usual business premises are required by law to provide consumers with a written Notice of Right to Cancel, which gives a 14 day cooling off period from the date the work starts.

Solar Panels

Hampshire County Council Trading Standards Service has been made aware of a case where a resident was cold called on the telephone by a person purporting to be from Trading Standards.

The caller tried to convince the resident they were investigating a company who installed their solar panels and that the Police were involved.

The caller then tried to obtain bank details from the resident.

Residents are asked to be alert to bogus officials.

Neither Trading Standards or the Police will ever ask residents for money or bank details.

If the caller is claiming to be from a local authority, government body or the Police, it is always best to make independent enquiries with that authority using a telephone number sourced by the resident.

Information provided by the caller, such as telephone numbers, should not be relied upon when making checks.

Every Police Officer or Police Community Support Officer has a unique collar number.

Residents are advised to always make a note of this number and make independent checks should they become concerned.

Residents are urged to report any suspicious activity to the Police on 101, or to Trading Standards via our partners at the Citizens Advice Consumer Helpline on 03454 05 06 07.

Hampshire Trading Standards has received several reports of residents being cold called about blocked drains.

Exaggerated claims about the state of the drains may be made, and elaborate stories given as the reason for the call.

Offers to clear the drains are made, and sometime money is demanded up front.

Prices are often inflated, and may not given before the work is started.

Gardening and Landscape Work

Hampshire County Council’s Trading Standards Service is warning the public to be wary of cold callers at your door offering gardening and landscaping work.

Reports have been received from the Basingstoke area, but the warning applies to all of Hampshire.

Residents have statutory rights when buying at the door, including a 14 day right to cancel for services and for goods over £42, the right to a refund, replacement or repair if the goods are faulty, falsely described or not fit for purpose.

However, those rights can only be exercised if the seller is a trader, and if they give full and correct contact information.
